When they were about to table the copyright legislation an uprising occurred thanks in large part to Geists FaceBook group. They have since been stalling on legislation for a few years now so I doubt they are mulling an unprecedented restriction on copyright laws. I see it more likely that the French copyright industry is telling a few lies to get the three strike policy to pass over in France IMHO. I respectfully disagree with your conclusion for the simple fact that it would be political suicide for the current government. The original bill basically was not balanced what soever the new bill may be slightly more balanced but I think still overly restrictive. With the people that are in government I wouldn't be surprised to see a 3 strikes your out policy I just hope someone would have the brains to oppose it. Sadly as much as I would like to be told otherwise the government has long had the multinationals feeding them bull and manipulating them like marionettes. So who knows what will happen. If a 3 strikes policy is introduced it should just ban you from file sharing protocol not the entire internet. Otherwise it would be like banning a tagger from shopping rather then just banning him from possessing spray paint. In my mind my guess is that there's a 10% chance that a copyright bill will be tabled with three strikes debated and passed into law by the end of the Summer. 20% chance that a copyright bill will be tabled debated and passed by the end of the Summer. 20% chance that a copyright bill will be tabled but not passed. 30% chance that we'll get another 'copyright bill is coming' but never actually see it by the end of the Summer and an additional 20% chance that we won't hear anything official about a Canadian copyright bill being in the works outside of the order paper saying it'll be tabled. Yeah IMO actually seeing a copyright bill in Canada is a 50/50 by the end of the summer - though that's at worst. The Conservatives know that numerous Canadians will jump at even the slightest hint at copyright reform and the copyright minister was completely taken off guard by the protests at his riding when he (tried to) tabled legislation around copyright. They currently can't risk much more bad press at this point in time after Elections Canada raided their offices and the Cadman scandal because it might actually inspire the Liberal party to grow a spine and call an election. In the two copyright debates that took place the question of whether or not to ban people is simply absent from the conversation. What is present is whether or not making mod chip manufacturing illegal (Knopf debate on BNN) protecting DRM and TPM or giving consumers rights to their own legally paid for property ratifying or not ratifying WIPO and whether or not the copyright industry should or shouldn't have the right to sue everyone in the country in random order starting with the poor and defenseless (one reason why the RIAA never went after Harvard admit it). To go from these kind of debates all the way down the copyright extremists path to the step of banning people from the internet over copyright infringement allegations is something I have a hard time seeing because the government is sitting precariously right now and if the copyright bill dies with 'three strikes your out' written all over the protests we've seen in the past in Canada over copyright will be nothing in compared to the uprising you'd see if such a thing was officially brought to light as a legal proposal. I won't rule it out as a possibility of it being in the legislation but I'm a bit skeptical over the possibility that it will be actually in there.
