		<description>The UK has an unwritten constitution. What this means is that as the bulk of authorities and government institutions in the UK have been around for hundreds of years the constitution is effectively written into the rules which guide the behaviour of the governing bodies themselves. It is indeed vague and maybe an explicit constitution would be preferable.

This is beside the point though; I think what they are aiming at here is an approach similar to smoking. Offensive images are printed on cigarette packets and in a similar way it is assumed that if you are going to look at a packet you are planning to buy it. Clearly this is not true but the point is that it works... except for those who don&#039;t care about the consequences of their actions.

Enter internet &quot;road humps&quot;. If the involved parties believe this approach works, good on them. I know it won&#039;t be stopping me (as I consider the consequences of downloading each and every file I obtain) so go ahead, knock yourselves out.</description>

		<description>Not only is this completely ridiculous because, as you point out, it basically is money out the window. This also does not address the concern (or maybe I just fail to see how) that citizens are innocent until proven guilty.

A person is not guilty of anything, just because the UK Copyright Industry claims he is - and _certainly_ not for just visiting specific websites.

I know this is happening in the UK, but I can&#039;t imagine that to be different there - constitution or no. (You don&#039;t have one, right?)</description>
