The hardest part would be to gather the capital required to build the initial infrastructure. Very few people would be willing to put down cash before the product is available, it would require a reputable business behind it to ensure its success. Like lets say Google, Ubuntu, or some known brand stood behind the project, than more people would be ready and willing to pay into it before their is a service available. Could actually see the pirate bay start an ISP in Sweden.

Its about time consumers create a ISP co-op. Canvass cities, get people to sign a contract that if the service is implemented they will sign on. No profit is made, all money collected goes to infrastructure improvement and maintenance. If this started in one city, it could spread and eventually you would a a service based internet provider at a fraction of the cost of these monopolistic jerk offs.

sorry to tell you but there is no "free market". There is a oligopoly and price gouging just like everywhere else. When you have one or two ISP's controlling a large marketshare, they don't have to compete but just keep their prices within the level of each other. Then they wonder why people "pirate" anything relating to communication and entertainment?

Let's just hope that the free market sorts this out. ISP's that charge for stupid crap like this should not get business....but typically they are a geographic monopoly for the most part.
