We&#039;re told that 60% of the traffic on the net is from p2p/torrents - And it may well be - Who really knows?

But interestingly (and I think quite alarmingly) our experience was that anything between 20% and 25% of the traffic was from anti-piracy organisations - Take that fake traffic away and if the 60% figure is correct there&#039;d be an immediate 15% drop in total data transfer across the entire network and a commensurate freeing up of bandwidth for all the network operators from the Tier-1 backbones at the top right down to the small ISP bandwidth resellers

So why don&#039;t the ISPs and backbones throttle or restrict those organisations directly?  It would be relatively easy for them to do given that they generally have well-defined blocks of the IP address space
