It will be a shame to invest RM 300 million in the infrastructure and then realize that 20% of their customers are utilizing 80% of their bandwidth, or it can be as ridiculous as one person eating up the entire state’s bandwidth. This is a no joke prediction, it will definitely happen.
A couple of months ago, Maxis launched HSDPA (3.5G) but it comes with a “Fair Usage Policy” that restrict the p2p users to do their terabytes downloads. It falls under the clause of 5.3.1, it states that “Each customer’s total usage per month shall NOT exceed 3GB of data volume transmitted (total upload and download usage). This is to ensure that no individual hogs the bandwidth at all times.”
So it is not really “Eat all you can” kind of thing, it is “Eat all you can while others can also eat all they can”. I sometimes wonder are we using the right jargon, “Broadband Penetration” or “Broadband Gentlemen Penetration”. If the nation needs Internet only for information and communication via E-Mail, then we should just remain Dial-up. The ISP should not follow the 3GB limit policy and increase it to somewhere higher, may be 10 GB or unlimited (Even my camera phone has a capacity of 2GB). In the mean time, they should also be responsible to ensure that there is always enough capacity for every customer. It doesn’t make sense if you go for a buffet and there is no food left, and then the waiter just tells you that “Sorry, the 20% of our customers ate 80% of the food”.
The Fair Usage Policy is fair for the Service Providers but definitely not fair to the consumers. Bandwidth is almost as crucial as water, electricity and sugar; it must always be enough for the nation (I mean that is why we have Ministry of Energy, Water and Communications right?).

This service is actually fine for people simply wanting to read their emails on the go looking up a route on a map or searching for general information. What this doesn’t do is replace the traditional internet for this reason I think it will fail.
if that is the case, wimax shouldn’t take it as the selling point, i have delicious food at home, 4mb streamyx, but i still order 2 big family pizza, which is 2mb p1 home user package, now after i finished the 1st one, i found 2nd one is a fake pizza, what do u feel?
