can my call be traced if i use skype?

I keep getting errors telling me I need to buy Skype credit in order to dial ordinary phone numbers. I have updated to the latest version just in case. Anyone else having this issue? I even tried the number in SoulXTC’s example. What gives? Could this be a port or firewall issue?

I understand how to dial it’s not working correctly. From what i hear there is a problem with certain ip addresses or something to that effect….
