UnOfficial Mute Update

1. settings dialog has changed and offers new settings and web links to important MUTE sites.
2. now users can choose individual share, incoming, and hash directories
- this allows users to share files from read only sources like CDs.. however… currently incoming files (once completed) will not be moved to the shared directory 
3. new button on downloads page to explore incoming directory

4. Purge Hash Button, old hashes have prooven to be the source of many problems including high CPU usage. An occasional cleaning out is good.
