    try cdex

cdex has ogg encoding and is a very good application.
You need to configure it, and one thing to note, is that it will not have a button for encoding to ogg, but if you configure it correctly the mp3 button serves the same purpose. I have used it and it works well. There are lot's of others but they essentially are just frontends for encoding.

In fact if you do look and find other apps and you prefer them, all you are really doing is getting a different interface as the guts of the program are all the same as far as ogg and lame mp3 encoding is concerned.

http://winlame.sourceforge.net/ or you can get this sweet plug-in for winamp, http://www.blorp.com/~peter/misc_wa.htm . Both of them are pretty cool and easy to use.

    Talking FreeRIP MP3

FreeRIP MP3 encodes OGG files from your CD tracks. But as far as converting from MP3 and other, don't really have a "good" choice for ya.

I too am beginning to interested in OGG and the video form of that. The reason is because I hear Faufholder or whatever their name is (the guys who license the MP3 codec) say they are trying to make a "sort of watermark version" or something close to that. CDex seems good though.
