you'll probably need virtualdub and tmpgenc. both are available at www.vcdhelp.com If your dvd player supports it, i'd recommend making svcd's instead of the regular. I've seen both, and svcd has superior quality. Takes more disc space to hold though, and longer to convert.
And if you're new to this, you can expect a 700mb movie in avi to be about 1 gig or more as vcd. With vcd you'll have no trouble getting one movie on 2 discs. svcd you could have troubles, i'm not that sure though.
and another thing. i think with vcd, when you burn with nero or whatever, you dont worry about file size. you worry about movie lenght. I've burned 780 meg files onto a 700 meg disc, but the length of the file was like 67 minutes, well under the 80 minute max. hope this helps.
