Hi,I am running on a 256 kb/s external cable modem.I haven't contacted my ISP yet for this problem hopin you all could help.Here is my problem:When I am on an internet page or chating on a messenger or running kazaa i will suddenly not be able to access the web though my cable modem.It says operational and connected and the connection light is lit up showing its connected but I can't access the web:bk .I am running windows xp(home edition) and my isp is charter communications.
You know what you should try... Works for me and others i know...
Unplugg the cable that is coming to your modem and plug it in after 30 seconds... than everything should be alright.. if not try rebooting couple time after you do it and it should work... =)
Unfortunatly i tried that it seemed to work once when it went out but the other times rebooting and unpluggin did nothin..
hmmm, i have the same problem! but i use DSL, I think it's a bug in messenger or windows xp but your best bet is too call your ISP, thats what i am doing tomorrow and if i complain enough, i get free DSL! hah

To do this :
- Unplug the cable that goes from your cable modem into your wall
- Leave it unplugged for about 2 minutes or so
- Plug it back in and wait until it lights up again
Sometimes I have to do this because I use XBOX Live and I do it just to make sure the connection is good after playing through my XBOX for over a few hours.

From Juggalo15's description, theres not enough evidence to claim that ALL communications are affected.
They may be, but maybe not.
So . . . heres what do. The next time you cant get "out" to www.whatever.co, you see if you can check mail, or download music etc. If you can do any other thing to communicate to the outside world, you are still missing what the problem is.
Be forwarned that if you release\renew your IP address and you have a P2P app running, it will DIE. Dont take the easy way, gather facts.
If you can't communicate at all, then do the ipconfig /release
ipconfig /renew.
