I'm looking for a free web host (I realise it's much easier to pay for a host but I'm a student experimenting with web design and it's not really worth my while at the minute)
...which gives me free FTP and has no or limited ads.

Freewebs used to be pretty cool and I had a few sites on there. I don't remember if they have FTP or not, it might just be form upload. www.freewebs.com You're using an editor that has FTP I take it?
There's also Angelfire.com and they are a stable host with good working FTP. They do have ads, not sure how aggressive they are, since I have active banners blocked by proxy and would see a text ad at most there.
Look up free web provider, find a new one, because most don't have ads for like the first year to get you hooked, then they sell the company. The trouble with the easy 'website tonight' providers with templates is that they usually have http uploading only.
What about a sub domain on your ISP's servers, that might be available. You can also design on your local machine and view the site on your browsers there.
If you're not doing this just for a class and are planning to take it into the future, you want a good Apache or IIS server with real directory access to experiment with, that's the way to really learn it in my opinion. It can be done for $4 a month with one domain name.

The only time I can really see it being viable for having a free host is if your teaching yourself/being taught HTML and possibly CSS. Then a free web host is awsome because it's niec to have a sandbox site to practice and feel your way through the code (which, hands down, is one of the best ways to learn is to try the code yourself)
However, if you're looking for a perminent site to launch a small project that will be carried on through many years and under constant maintenence and updating (as Boomer said), then you're way better off just dropping some cash for your own space.

I used free hosts to learn and have fun, writing the tags in a form box on the web or using Notepad and a browser and uploading it. I did fan sites for movies and things, and they would get a known and be linked to from other places, and then the free web provider sell out or close. I went through so many sites like that!
I thought about getting a host back then, but it seemed hard and I didn't have a bank card then to pay for it easily. Along the way I helped friends to get their domains and make their sites, and just recently decided to take that step.
One of the best things about it is it doesn't matter what happens to the server hosting your site, if they fail or you don't like their service, you have your domain and can move your site to another server easily, keeping the same address.
Now that I'm banned I'll have to eat spam from my boyfriend's butt.
