I started up a clothing company and was paying people to print my designs for me, but i've gotten fed up paying the ridiculous rates. I was wondering if there is any program that is specified to shirts/sweatshirts/hoodies designing or if it is actually possible in photoshop.

Haha, awesome. I've just gone into business with a friend doing eactly the same thing.
We're just waiting for our light box to arrive and we're good to start making some screens.
We're using Adobe Photoshop to make the design, then importing it into Adobe Illustrator to Vectorize it via the Live Trace Tool.
(We mostly just use PS to make stencils from photographs via the Threshold Tool)
Then we enlarge it to A4 and print to the Positive.
