Sometimes, it takes a long time for a new version of eMule to be released. Other times, it takes only a couple of short months. In this case, it only took two months for a new version of eMule to be released.

i thought that p2p network was dead. why new updates to the client?

You'd be wrong. The ED2K network has a about 10 servers, plus there's the completely decentralized Kad network that's doing very well actually.

You must be thinking of the client eDonkey2000 which, yes, was forced offline.
