What exactly do you mean? Your own connection, or just overall speed for everyone?

If you mean the first, ofcourse your browsing or whatever will be slower if you download something with bittorrent.

If you mean that alot of people are downloading something with bittorrent? Thats what we already do :). I cant see how it would have an impact on the overall speed, im always able to max my connection if I want to :).

First of all I don't really know if its the government capping the speed, but yes ISP's have started to block or reduce both bittorrent and usenet transfers.

The ISP's suddenly get scared now because people are fully using their connection. The ISP's really need to wake up and keep their promise of unmetered bandwidth (which is what most people have) instead of trying to control what people use their connection on.
