In EMULE, what it's mean: lowID to lowID ?

Hi Everyone, i am new one and i have a little asking:

If you have a low id (which means a slow connection to a server) then you cannot connect to other users on that server that have low ids, you may only connect to high ids on that server. So if you have broadband, keep trying to get on a good server with a high ID so you can connect to all users and get better results. If you have 56k, good luck to yaz.
My current setup stats (like anyone cares...):

    ASUS A8N32-SLI Motherboard
    AMD 4400+ Dual-Core CPU
    Windows Vista (Ultimate 32bit)
2 GB (2x1GB) Corsair XMS RAM
2x250 GB (in RAID 0) HDDs
EVGA GeForce 7950 GTX 512 MB
    Creative X-FI Fatal1ty XtremeGamer

    Also sporting a black MacBook
    Revision/Release 1
    Upgraded to 2GB RAM.

When I got that message, there were instructions for correcting the situation.

A link was provided. You were supposed to go to Messages and type in Port 80, then reconnect, then send that message, then visit the link. I did so and the window then indicated Success.

I'll see if I can find where I saw that explanation and will come back and edit here if I do.

    Found the URLs

Here is where the information is:
    http://www.edonkey2000.com/documentation/lowid.html

Then there was a connection test at:
    http://www.thedonkeynetwork.com/connection_test

My DSL has a dynamic IP and it seems to change about every 5 minutes. I suspect that is part of our problem.
