Which Countries are the friendliest to trackers?

Where are the larger trackers located?

What's so special about Romania?

Are there any really big trackers located in especially unfriendly countries?

Geography isn't a huge factor in my search for trackers/invites, but if I knew a tracker was in a country with an especially hostile political climate, I might think twice about pursuing it.
