Some Dell's have a key marked FN in blue that you press along with a function key to enable or disable the wireless hardware.
Some Dell's have a physical switch on the side to turn the wireless hardware on and off.

Well I think most laptops have a function to disable the modem either to save battery power or simply for security reasons. On my dad and brothers hp pavilions its a switch on the front situated below the mouse pad that you move to the left to activate it. But other companies could do whatever they want for such a switch.

My toshiba laptop has a switch on the right side by the indicator lights to turn wireless on. When I originally got it, it took me two hours before I decided to actually look at it to figure out what was wrong. I just thought my router was being a jerk.
My current setup stats (like anyone cares...):

    ASUS A8N32-SLI Motherboard
    AMD 4400+ Dual-Core CPU
    Windows Vista (Ultimate 32bit)
2 GB (2x1GB) Corsair XMS RAM
2x250 GB (in RAID 0) HDDs
EVGA GeForce 7950 GTX 512 MB
    Creative X-FI Fatal1ty XtremeGamer

    Also sporting a black MacBook
    Revision/Release 1
    Upgraded to 2GB RAM.
