Here is a short explaination of the Rep points system.
For every 30 number of days, users gain 1 point of reputation-altering power.
For every 20 number of posts, users gain 1 point of reputation-altering power.
For every 100 points of reputation, users gain 1 point of reputation-altering power.
How many posts must a user have before his reputation hits count on others? 20

Yes if someone has reputation power they can appoint you some reputation points. The higher the rep power an individual has the more rep points they can give you.
