found an interesting forum where you can see DATES AND TIMES

of when peers will be online/dedicating (and what).

this could cover ALL peers instead of just the ones online at the
moment.
you can enter schedules for torrents also.

If no ones online, the torrent dies, reseeding isnt viable since it requires people to constantly hash check and run the file on their machine again and again. Torrents need to stay open 24/7 so they are seen and people continue to upload and download.
