The modem drivers I have don't install. The used to work fine. Also windows task manager is rumoured to be complete rubbish. Because It is. The process manager is running a background task with 99% CPu usage. And it won't allow me to close it. Are these connected with the modem driver problem?

I use task manager every day of my life on dozens of servers that each cost more than your whole house, just learn how to use it.
As for updating drivers, are you using Device Manager, and Right clicking on Update Driver > then "no not this time" and "From s specific location" ?
What is the modem type? If youre not 100% positive, use Aida32 to determine.

The process is System Idle Processes,yes.
The modem type is "adsl modem" (For faster downloads (!) Called Pulsar Adsl PCI modem.
To update the drivers I used a download site provided by Traverse and double clicked them. (Which Google.co.uk wouldn't show)

That's a pretty normal download speed for a dial-up. Your MAX will only be about 5Kbps.
Anyway, a program called Driverguide will search your computer for all hardware and get the needed drivers for it.
