I haven't been able to run any filesharing programs at all for awhile now.Please HELP

What's going on here. I haven't been able to run any filesharing programs at all for awhile now. I've tried them all and the executable file from whatever filesharing program i'm running runs my CPU up to 97% making me unable to do anything. This only happens with filesharing programs.

I have never had the windows firewall running.
