Ping command and user's IP addresses
Does the Ping Results command pass through WinMX servers? Or is it sent directly to the clients? Is it a standard ICMP echo request?
In other words, is there any way to detect the IP address of a client and start bloody DoS wars? :black

No and DOS attacks are a crime and you will get caught, and committing attacks like that is not what p2p or file sharing is about at all..

You'll be able to get the IP address. What do you propose to do to launch a DNS attack? Pings aren't addressed to any PC in particular, if it's like Gnutella. And if you make repeated requests for files, the client will just supply you with files, depending on what the user's upload rate is set at.
Your DNS attack will will be like using WINMX normally.
I reckon the RIAA's plans to launch DNS attacks are flawed, from my knowledge anyways.
