If I upload lets say 15gb, then in like a month or 2 I reformat my pc, will I have lost the upload credits? If so, is there any way to preserver them?

Um, no. DC doesn't work on a per-credit system. The stats in DC++ are for entertainment purposes only. If you don't meet the minimum share requirement, you're not getting in the hub.
