on many music files I download from Kazaa, under album name will appear the letters USSM. When this happens, the song will play about 30 seconds and then repeat over and over again. And its not just from one artist, either.

Its because Kazaa is full of fake files. The general rule is: If its mainstream music, youre not gonna find it on Kazaa.
Try a program like EDonkey or BitTorrent and you can get whole albums without worrying about fakes

It's weird because I got it from downloading (that artist). Not exactly mainstream. It's from the 60's. And that artist too! Oh well. Thanks for the welcome, by the way.
