Hotmail has worked for me, but i prefer to get email via pop3 in outlook (faster) - one that's open to the public I could say try hotpop, it's not my favorite but it works. Walla is good too; (www.walla.com)

i use yahoo,hotmail,and g-mail.yahoo is a good one but it's useless with correct id or password so it did'nt let you down.none of those will work without a correct id or pass

I've never had a problem with Yahoo, but I second the gmail idea - so far, I've never had a problem with them. However, you have an ISP - why not just use theirs? (That is, provided you aren't doing something you shouldn't be ;) )
