To get HighID you need to make sure your firewall is allowing eMule to connect and any router you have has a port forwarded for eMule.
If you have any problems with firewalls, here's the firewall help for shareaza (you'll just have to change the port to whatever port emule uses)

Windows XP has a built-in firewall which is probably sufficient for a lot of home users. That's your problem. Hunt around in the Network Connections settings :)

a software firewall and a modem are two different things - they have nothing to do with each other. My guess is that it was just a weird concidence.
If you're worried about getting hacked, get zonealarm or some other firewall software (zonealarm has a free one at www.zonelabs.com) - you can set up permissions for what programs are allowed to access the internet and which ones aren't allowed to

once you turn off the firewall, you could get trojans, spyware, or hacked.

If you have Win XP Pro, Service pack 2:
Start > Control Panel > Windows Firewall
You should see three tabs: General, Exceptions, Advanced
In the General Tab, make sure it is "On" and make sure "Don't allow exceptions" is UNchecked.
In the Exceptions Tab, make sure eMule (or your edonkey client) is checked.
Hit "OK"
Restart your emule client
If you still have a problem, let us know if you have a router (like a linksys, netgear, etc) box connected between your computer and your internet connection.
For some reason when I used eMule Plus, the Low ID disappeared. Don't use either now. ModestasM, has it worked?
