computer problem!

Ok people, here's the problwem, I'm at my school and have some free time on my hands. Me and dragoonballz are on 2 different computers right beside each other. There on a school network, and mine's internet is working fine, but his isn't. We've checkedd ipconfig, and both release and renew don't work, like he'll click on them, and nothing will happen, help?
We've tried different chords, the same thing, and we cannot remember the command prompt commands to do it neather, not sure if that will really make a difference though.
Im on a windows me [ewwww~!] and he's using win 98

Sounds like a cable unplugged maybe maybe the server is down slightly maybe the cable is broke did you try a different pc anywere else
