Are users settings deleted when emule is uninstalled?

When I uninstall emule 0.28b to install emule 0.29a are the users settings deleted?

You don't need to uninstall it first, just install 0.29a and it will replace your 0.28b installation.

Remember to always back up eMule files that contain your settings.

I also upgrade my eMule using binaries that has been zipped up instead. Then unzip it in a temp folder & then only copy those files that are not included in the previous version. Once you start the new eMule, go to Preferences to add or change any settings for the new version & save it. That works good for me, if I don't want the new version I still can use the backup files to go back to the older version!
