aith the machine thats host your email. Ask whoever is hosting your email about it.
It would help to know the e-mail client you are using or the webmail client that you are using and the service/mail-host that you are being provided with.
That being said, sometimes the "non-monopoly" e-mail companies are down once in a while, it happens to me quite often, I usually just check it on the web-based mail if there is one. If it's hotmail, I have found that Outlook XP, and Outlook Express XP do not work very well with Hotmail, although if you are using Outlook Express then you are probably using the Windows 98 version, so I remember that used to work.
My answer would be time. Give it a few days to let them do maintenance and get themselves together again, and then if it doesn't work, ask them about it, or send in a help request.
Best regards.

blueyonder sucks sometimes ( i was using broadband for about a month at dial-up speed (1st time internet user) with very little useful help from telewest, then a friend told me about a bug in windows 98 which was slowing down my access (nobody at blueyonder told about it, not even the installer told me, when it should have been obvious to him i was using windows 98)
i got a patch from http://speedguide.net
