Try a cold boot -

Well it might not help but it's worth trying.
Instead if just re-starting, turn off computer and unplug it, wait for 10 minutes or so and then start up.
Once in a blue moon something get's stuck in memory, it has happened to me perhaps twice at least in say 7 years. :-p
Also another idea is delete any registry settings that refer to winmx . I have had some apps give me trouble till I deleted the registry settings they installed. Sometimes the registry settings in regards to a particular app can get corrupted and no matter how many times you re-install that corrupted reg file messes with you.
Just a few ideas.
