eMule uses a credit system where people that have uploaded more tend to receive more downloads. So, when you first start using eMule, it can take a little while to start receiving files smoothly. But, it should not take too long if you stay generous and upload files well.
Also, just like CrAzYMaNiAk54 said, more details would be very helpful. I doubt it's related to your OS as your uploads are working though. How about the availability of your downloads? Do you have many sources? It can take a while till you get to download when there are limited number of complete files as many people will be lining up for the files. As of your last question. You could try eMule Plus, which is based on eMule 22c. It is known to be more stable than eMule and may use less CPU.
