Want to make something similar to iGoogle

Hi, I'm trying to make my main page http://www.plentyoftorrents.com similar to iGoogle so the user can manipulate the page to put their favourite things on the page where they like it and it will always remember where they had it. So I would need to have them logon with a user name I guess? How would I do that?

I also want to put it on this page http://www.plentyoftorrents.com/proxy/
I'll add a bunch of proxy related tools on there and lists of proxy ip addresses.
