keep in mind that 64kbs is about quality 0 on a scale of 0 - 10. vorbis doesn't make outrageous claims such as "64kbs is cd-quality", it's just generally assumed (and rightly so) that quality 3 is comparable and in most cases exceeds the quality of a modern 128kbs mp3. and i quote from the vorbis website.

if you want surprisingly good quality at low bitrates, you should consider mp3pro. mp3pro VBR quality-33 (atleast in MMJB) is around 64kbs and is quite good if you really want to push the low bitrate envelope. which brings us to the real question, how does this relate to cover art?
