there are a number of ways of getting high quality decodes. I use LAME with the razorlame front end.
winamp has a plugin called MAD which is also very good, although this only works on winamp 2.7 - 2.81 (i think)
nero is well known as having sucky decoding.

Cdex can do it, I'd recommend it with LAME
