Problem running 16bit application on XP

Ok, I have had a problem running .exe files lately on my XP Pro machine

When I run them, it says that the file cannot be found, and the title bar says "Can't run 16 bit application"

I've tried all compatability modes, but none help

The file I most recently had a problem with, was the norton deffinition update, on their site it clearly states its for 9x, ME, 2k, and XP Home/Pro

Did I do something, or is norton being stupid?

I've found that compatability mode for most things in XP is useless. However, if you run the install program (install.exe, setup.exe) in compatability mode for whichever OS you need, you'll have no problem. I've installed several old Win95 and some finicky Win98 games and programs this way. Still, it's weird that it doesn't work for you.
