Sorry man I dont know how to do that, and myself and many others wouldnt reccomend the winxp firewall, but thats most likely because we ourselves dont know how to configure it.
So, sorry im not much of a help.

I heard that it's unable to block unwanted outgoing traffic. No one I know of recommends it. Try Sygate, Kerio, or Outpost if you want good protection.

It's not that I cant configure it, it's that if I thought it was the way to go, I would have recommended it already.
One reason that I do not, is that you must specify the program names and ports individually.
example:
Either REMOVE the checkmark "Protect My Computer . . ." or:
To resolve the problem, we can manually add the ports in ICF:
1. Right Click the Dial-up Connection. Click Properties. Click Advanced Tab.
2. Check the box of ICF. Click Settings.
3. Click Add.
4. Type "messenger file" in the Description of service.
5. Type your computer name in the Name or IP address.
6. Type 6891 in External Port number for this service.
7. Type 6891 in Internal Port number for this service.
8. Click TCP.
9. Click OK.
10. Follow the step 3-9 to add the ports 6892 to 6900.
11. Click OK.
