overdo

i was reading the article here (http://www.zeropaid.com/news/articles/auto/01032003j) when i started to get really annoyed at the flamers in the news section. normally i can just read past their posts, but in the post above its turned any meaningful debate on that story into a grammar and spelling argument. i know this is an ongoing issue which many ppl find annoying but i would like to suggest a solution.
at the moment flamers can sign up straight away and immediately be allowed to post on the news pages. could the admin/mods only let ppl who have posted in these forums more than 10 times (ie same as getting a custom avatar) be allowed to post in response to news reports? Due to the 190 seconds rule, flamers couldn't just post 10 times quickly, as that would take over 30mins and frankly if they are that desparate to flame i don't think anything will be able to stop them. however it still allows new ppl who want to post about news articles the chance to do so, and it could possibly result in more ppl taking an active interest in the forums.
this is just my own thoughts on the matter and if nobody else think this is a gd idea then i'll just delete the thread.
