WASHINGTON – What's all the fuss about? After all the noise over Democrats' push for a government insurance plan to compete with private carriers, coverage numbers are finally in: Two percent.............:bukkake:

That's the estimated share of Americans younger than 65 who'd sign up for the public option plan under the health care bill that Speaker Nancy Pelosi, D-Calif., is steering toward House approval.

The underwhelming statistic is raising questions about whether the government plan will be the iron-fisted competitor that private insurers warn will shut them down or a niche operator that becomes a haven for patients with health insurance horror stories.

Health Care Reform Assumes Millions Would Pay Billion$ in Fines Rather Than Get Coverage


A significant part of the plan to expand health care coverage relies financially on fines from the uninsured. In addition, many analysts and lawmakers have warned that private premiums will go up as well as a result of new requirements.

The health care reform bill awaiting debate in the House assumes millions of workers and employers would rather pay $167 billion in fines than purchase or provide adequate coverage, according to a recent analysis, raising questions about whether the plan does enough to make insurance affordable.

The nonpartisan Congressional Budget Office estimated in its study last week that the House bill would bring in $167 Billion over 10 years -- $33 billion from fines paid by individuals who decline to buy insurance, and the rest from employers who don't offer insurance to workers or contribute enough toward premiums.

This raises a few problems, he said. First, if those millions somehow get covered and don't pay the fine, then the health program is faced with a budget hole.

So, now we have Senate Democrats Casting Doubt on Finishing Health Care Bill This Year

Despite President Obama's goal of signing healthcare reform legislation this year -- one backed by assurances from congressional Democrats -- Senate Democratic leaders Tuesday subtly acknowledged that's not likely to happen as they started the delicate dance of walking back expectations.

The White House has tried to avoid that Midterm Elections come up next year, passing major legislation in a Congressional election year is considered more difficult....:beerchug:
