regional settings

i've got quark xpress 5 but when i start it up it says my systems regional settings are incompatible.

i've changed my settings to USA English, and i've set the time to Central Time (USA, Canada)

still nothing.

i'm using Windows 95, is that the reason? or do i need to adjust the time?
