what's the best solution given the following:
1. Folders are currently .7gb and 1.2gb and constantly updated with new (files)
2. No existing files are ever updated i.e. if we have a file called 001.jpg it should never be over written with a newer version.
3. Any user can add an image file to a folder and all connected will get that file added to their local folder.
Something like m$'s foldershare or simlar would be ideal but without the file limits.
Thoughts?

HFS file server if a great file sharing app. YOu can run this program on your PC and no one else has to be running it to download from you. When you add files to the folder this program makes, you can make two kinds of folder too - one where people can browse an entire folder and another where they can only grab one files, you friends will be able to grab the files because the programs makes an http address for each them. Its like you have your own web site of sorts. I LOVE this program for sharing files with friends.
HFS - HTTP File Server (http://www.snapfiles.com/reviews/Http_File_Server_HFS/hfs.html)
HFS - HTTP File Server is an easy to use drag and drop file server for personal file sharing. It runs as a standalone executable and does not require any installation. The program is very easy to use, just drag a file into it to share it with the world. You can customize the port it is running on, specify the IP address and monitor connections from the tray icon. HFS presents the shared files on a simple HTML page, that includes the file name and size. With some HTML knowledge, you can completely customize the HTML template to meet your preference. HFS can also integrate into Windows Explorer, allowing you to easily share files from the right-click menu.

I was going to post HFS too. I have some issues with it, like a 400KBPS upload max, but overall, it's simple to set up and easy to access. I certainly suggest it.

You can also try Conexme @ www.conexme.com (http://www.conexme.com) for this. I think this will meet your requirements in the following ways:
1. You can share and transfer folders.
2. Users can upload files to a central folder that will auto update for all other users.
3. There are no rate, quantity, or size limits.
4. Easy to use and setup.
5. It's free.
Hope this helps and if you have any questions please feel free to ask.
