BIN format is a CD Image, you need to burn it to a CD first using Nero (I hope you have CUE file that should have came with that BIN file) or some other burning software like WinISO, etc.!

If you don't wish to burn it to a CD, you can use a cute little tool called VCDgear to convert the .bin & .cue files to .mpg.
As DigitalJunkie mentioned, you must have the matching .cue file to do anything with the .bin file.
I think you can find VCDgear at vcdhelp.com or doom9.com (or it might be doom9.org).

you will most likely need to use CDRWin, or Blindwrite to burn the file correctly. Blindwrite will also let you check the image for errors or corruptions before you burn. If you use these programs there will be no need for converting it to anther format. you can get Blindwrite from anywhere, if you need to unlock it get serials2K (http://www.serials2000.info/)

you can burn a .bin without a cue file.... just tell it to burn image in nero (under the file tab if memory serves), switch it to all file types when the box pops up for you to pick the file to burn (it defaults to look just for .img files, just change it to all files) and burn away... and that should do it... at least, it has worked for me in the past.
good luck.
