Because of the long list of people uploading at silly speeds of 1kp/s I've decided to change programs that regulate my upload speeds to their upload speeds. Are there any programs that will allow me to download to my own selected download drive, and regulate my upload speed to those that upload to me at silly 1kp/s speeds?
