Well, i've been wondering for quite sometime that how can a torrent site limit the number & type of trackers in a torrent file.
I have seen many cheaters; they put multi trackers on one torrent and seed..So upload counts on everysite.. Is there any way , people cant add multi tracker torrent(only single tracker) and cant add without a particular tracker??

metadata will contain which trackers any file uses- its relatively easy to reject at tracker level a file tracked by more than one tracker
I dont know that the problem you highlight exists that much - most private trackers will look at the connections you have to it and how much data is transferred and if your client reports a much higher figure you will soon have an issue with being reported for ratio cheating
most people list alternate announces for in case the primary tracker is offline, not to cheat ratios- listing secondary announces on a private site will just bugger up your ratio. A private torrent flagged as such will only make connections through the original tracker anyways.

Isn't meta data, the data about data. So meta data would have the type and length of th e tracker URL. How can a torrent file be rejected on the basis of this ?:icon_boun

Well, it exists(atleast on the tracker i have access to). And if i upload 1 Gb on a file with 3 trackers .... 1Gb will be reported on all the three sites and that isn't a "much higher figure".

Like kippies says most private trackers allow only private torrents and don't allow clients that don't honor the private flag i.e. if you want multiple trackers to report all the data to, then you will end up banned for ratio cheating.
Why not name and shame the tracker and client that has this bad setup?
