How to Properly Request?

How do you properly request innewsgroups? I know you can post "Request..." in a server, but I heard you are supposed to do something with IRC. Can someone please shed some more light on the IRC or correct method of request with usenet?

Please be very specific. I already downloaded mIRC and have connected to the appropriate channels, but don't know what comes next.

I have kind of figured out how to request on my own (maybe) using abgx.net, but I thought it would be something go to sticky or mark because it has taken me over 8 hours to figure out how to request
