Program to limit computer's upload speed

Does anyone know of a program that will allow you to limit a computer's upload capacity? For example, I'm looking for a program that I could configure to prevent a PC from uploading more than 50KB/s or some other amount.

Here's the more detailed explanation. I'm using an old computer on my home network to run the file sharing program Perfect Dark. (http://en.wikipedia.org/wiki/Perfect_Dark_(P2P)) The problem is Perfect Dark has a minimum upload speed of 100KB/s which is roughly the same as the total upload speed of my internet connection. When the program is running I basically lose the ability to use any other online application. I can't lower the minimum upload speed in the program itself, so I'm wondering if there's a program I could install on that computer that would limit it's total upload capacity. Are there any programs available with this capability? Any help would be greatly appreciated.

may i suggest net limiter (http://www.netlimiter.com/), i use it myself, so if you decide to use it and need any help with that, i can maybe help you there as well. but it doesn't come free (the program that is, ZP won't let me charge for my services :D).

if you have a router, you may want to take a closer look at it as well. many hardware firewalls have options to throttle connections, check your router mfrs website and ask in it's forums if it has one. other than that, i'm sure there are more programs that do this, but i'm not sure if there are any free ones around. try google. good luck
