There's no way to enforce this. The UK government doesn't have much of a clue.

I have a hard time believing this will fly. It will infringe on some legal rights to share non-copyrighted materials. How will the ISP's know what is legal and what is copyrighted or will they simply ban all forms of file sharing, including bittorrent? It's seems very extreme to put such a large onus on the ISP's. Myself, I would probably look for some unsecured networks to d/l from. lol.

Funny reading the article as the content industry is in a win win situation. The government is essentially saying to the isp's come to an agreement with the content holders or we will take everything the content holders want and force it on you. Good old democracy so efficient.
