I guess you want to make animated characters and etc so the link provided will not be specifically what you want: however. the site may lead you to what you're searching for or help you learn how to write your own scripts to make animation happen.

I am quite surprised no one mentioned Blender, an opensource 3d animation program. The short film Elephants Dream (http://www.elephantsdream.org/) was created using Blender.

So you don't want a CGI program so much, you want a simple effects overlay software for video. Like you want to be able to add pregenerated fire or lightning to a video? As in you do not want to create the effect yourself, is this correct?

Can't say I've ever come across a standalone effects program of that nature. I'd imagine their must be some sort of filter or option in Adobe Premier for it but I don't currently have it installed on my computer so I cannot check for you.
