US ISPs throttling P2P traffic

Besides Comcast do any of the other major ISPs throttle P2P traffic on their networks? With those that do people find it permanent or is it just during peak hours – I guess 12 to 8 or something?

No throttling being done here, and i'm on comcast. I'm not saying they dont do it, but they definatly do not do it in all areas.
