After recent damage to my computer and having to replace the motherboard, processor and thus have to reinstall windows i lost Azureus - and possibly screwed up settings for router or Azureus itself, i don't know how that works - however, before this i used to get good connections and high speed, since then i have been getting very low speeds on Azureus.

For awhile i was getting a 'Firewalled' warning but i fiddled with the settings a little (UPnP is on, for one) and while i don't get the Firewalled message (NAT OK instead) i still have very poor connections.

For example, i have a torrent with seeds at 0(144) and peers 30(3576), now i can understand the reason why this isnt downloading - i have no seeds connected - but why isnt it connecting to any seeds? i have tried many torrents - and have several going - and it is the same with all of them.

One of them has seeds of 11(1352) and peers of 3(5505) and my download is stuck at 4.4kB/s.

And suggestions on how to increase the speed are welcome.

Did you cap the total upload limit to 70% - 80% of your total upload capacity? You need some room to be able to communicate with seeder(s) & peer(s). Also, don't try to download more than 2 or 3 torrents at same time. Open more slots for peers, because usually there are more peers than seeders!
