In a few words : Use Tmpgenc DVD Author. To convert NTSC to PAL or vice versa, use Canapus Procoder.

1. Dl movies
2. Drag ifos to DVD Author.
3. (You'll get 5 on a DL disc)
4. Complete steps and create! (see step 5 in case of NTSC>PAL or PAL>NTSC.)
5. Any framerate conversions are best done with Canopus (rip to hd using DVD Decrypter), IFO mode then select streams and "demux" main movie to disk. Then load files into Canopus. (Remember to set to save to ONE file in DVD decrypter options) before Canopus step. TMPGEnc author has admitted it can't do NTSC>PAL or vice-versa.

Any other technical details I can answer. A dual core is beneficial in all this.

I can vouch for TMPGEnc being jerky on conversions of American to European and other way round. At the same time, Canopus is really nice, and you really don't need another method.

You need to rename the last step 4 to step 5, there are two step 4 in your post!
